Pete and Garry bounce back and forth between code editions 2015 and 2020 during the course of their discussion.

It's my opinion that the thickness differences are also related to hydrogen based upon preheat changes and filler metal restrictions. I wasn't aware of allowable inclusions being different. Gonna have to study up on that some. Great podcasts.
